James P. Butler

Principal Infrastructure Specialist

Biography

Dr. Butler is a Principal Infrastructure Specialist in Argonne’s Decision and Infrastructure Sciences Division, where he has worked for the past 30 years on a variety of environmental and critical infrastructure–related projects.  Jim is currently the resilience assessment lead on numerous CISA Regional Resiliency Assessment Program (RRAP) projects focused on the energy and maritime sectors.  He has also provided program management and technical support to the DHS National Infrastructure Protection Program (NIPP) Metrics Program.  Previously at Argonne, Jim worked in the Environmental Science Division, serving in various capacities as Environmental Systems Engineer, Principal Investigator, and Project Manager on studies related to human health risks.    

Prior to joining Argonne, Jim was Assistant Director of the Division of Science & Research at the NJ Department of Environmental Protection.  In addition, Jim has held a joint appointment at the University of Chicago as a Senior Fellow; and was an Adjunct Professor at the Illinois Institute of Technology for 15 years, where he developed and taught graduate courses on risk assessment, environmental management, and sustainable communities.  He has also served on many USEPA expert review panels.  

Jim received his Ph.D. and M.S. in Environmental Health Sciences from New York University and his A.B. from Colgate University.
