Dr. J. David Carter is a Materials Engineer who’s interest lies in the development of the fundamental active materials and components for Li-ion energy storage and fuel cell energy conversion systems. His focus is on the formation, characterization, and demonstration of materials with advanced chemical and physical properties. This has involved teaming with industry partners to move promising materials from the discovery stage towards implementation into finished products. 

He has led research teams for DOE Fuel Cells Technologies Program and industry-led developmental projects for materials and components. He served as a technical monitor for DOE-NSA non-proliferation projects using the talents of former Soviet scientists to advance peacetime technology.
