Kyle is detailed to the Department of Energy’s (DOE) Office of Cybersecurity, Energy Security, and Emergency Response (CESER) where he serves as the Interim Director of the Energy Threat Analysis Center (ETAC). Kyle will be detailed in this role from February 2023 through July 2024.

Previously, Kyle served as the Director of the Center for Climate Resilience and Decision Science, Director of Research and Development for the Decision and Infrastructure Sciences Division, and the Director of the National Preparedness Analytics Center at Argonne National Laboratory. Throughout his time at Argonne, Kyle has led multidisciplinary teams of national and homeland security professionals conducting applied research to strengthen the security and resilience of people, assets, and systems to an array of global threats and hazards. Kyle’s work in emergency preparedness, risk analysis, security, and technology development has been internationally recognized through R&D 100 Awards (2016, 2019), the EPA Climate Leadership Award (2023), and through presentations at national and international conferences.

Prior to his detail, Kyle led Argonne’s support to the Federal Emergency Management Agency (FEMA) and managed the Laboratory’s relationship with DOE’s CESER. He also supported work with the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency. 

Kyle maintains joint appointments with Northern Arizona University’s School of Informatics, Computing, and Cyber Systems and the University of Chicago’s Consortium for Advanced Science Engineering. He is a frequent lecturer in graduate and professional development programs at the Center for Homeland Defense and Security at the United States Naval Postgraduate School. Kyle has also served as an appointed member of the National Dam Safety Review Board (2019-2023) and FEMA Regional Advisory Councils (2018-2022).

Prior to joining Argonne, Kyle spent several years as an emergency management consultant—most recently as part of the Justice and Homeland Security team at Booz Allen Hamilton. He also spent four years as an Emergency Medical Technician in Maine working for hospital-based, university-based, and private ambulance services.
